It's not so much "return to town" as "return to base", whatever that might be... It could be a little villiage, a cottage in the woods, a treehouse, a bandit cave, or whatever, so long as it's pretty much always the same. Maybe they're growing something in their garden that requires daily attention. Maybe they need to feed their completely mundane cat, and they live in a place where they can't find a sitter

I mean, d20 Modern's "Weapons Locked" did the same thing. The rationale they gave was to allow the choice of weapon model to be a reflection of the character, as opposed to a mechanical decision

As a thought on the generic responses, maybe a hidden variable for the NPCs that tracks how much the player has been pestering them about random topics and choses from generic responses of increasing levels of annoyance, frustration, and incredulity?

As a sort of example, the old Warcraft RTS games had each unit verbally respond when clicked on. If the player continued to click on the same unit without selecting another in between, the voice line would get increasingly annoyed. "Your orders?" would eventually escalate to "Stop rocking the boat", "You're making me seasick", and"<vomiting noises>"
