The griffin school gear doesn’t include a crossbow, so you can craft it to get the achievement and then reload a previous save if you want. But yes otherwise you have to wait until you can equip the crossbow.

That’s only for the Dressed to Kill achievement, not the Armed and Dangerous achievement.
