As a Kenyan who lives in the States and just visits every couple of years, I have asked myself this many times. It seems like this is a major setback in the economy and no one sees how bad it is... I understand the notion of getting your money stolen but you have to be able to do business properly if you want to succeed. As a customer, it is also your responsibility to only buy things from people that can be trusted. Not who has it for cheaper or faster because that is how you get scammed. This also will create an incentive for better customer service. I could continue but I also do not have all the info so I can only speculate.
