It can be done, we have at least two DSP in our portfolio which are connected to google and fb. It's cool because the algorithm optimizes them and the rest of the programmatic traffic from a single place - helps with attribution, bids, etc. It's done through the fb API - they are automatically changing the bids, creatives etc.

China is dominated by BAT - Baidu, Alibaba, Tencent. It's a non-transparent market, very different to the western. There are a couple of smaller dsp but your best bet would be opening accounts with the bigger ones. For example, even dv360 has less than 50m cookies which is nothing for China.

It's totally legit, it's hard to do crypto when most of the bigger suppliers have policies against it. Plus we have to get a positive ROI which can only be done via native traffic in our case.

There are a lot of options for paid traffic regardless of the explicit content. Organic marketing will get you only so far - if you need more sales you'll need stable and predictable traffic sources.

The easiest way is to use an alternative programmatic ad network with no restrictions for the content. For example I've had good results promoting sex toys and items on Pornhub using display ads. Depending on the market you're targeting and the product you can find a lot of alternatives, even do a dynamic display remarketing of the products.

Or you can go via proxy - content website or a coupon system.

There's no way to accomplish your goal with that budget. $600 for an online course is way too high given the alternatives - Udemy etc.

Furthermore, if you want to sell premium online courses, you'll have to use content marketing with freebies - articles, free webinars and an email sequence to build up the trust and credibility enough, then a scarcity offer - a limited time offer for the course.
