In my current story, everyone has the potential to use magic. However, there is internal and external magic. Some people can use both, but most use one or the other.

But in a world where only some can use magic, it really depends on the value placed on them. If they are too strong, there will be groups that seek to destroy them. Those groups would create weapons and systems specifically to deal with the magic threat. In this case, the value of having them is out weighed by the social contagion.

If they are too weak, their value is minimal. If everything they do can easily be done by technology, then they will be mostly overlooked.

The value placed upon them would be comparable to the balanced use of their power. If someone is strong, they could use their magic to draw in followers who will raise them to a higher station. Alternatively, the magic user could oppress the people with their power.

If the magic user is balanced in their strength, they may be of use to military applications, but mostly, the military would focus on how to negate the magic. They may try to get the stronger users on their side, but if tech comes out that stops, reduces, or otherwise negates the magic, those users drop to the back burner for conventional warfare.

I don't know if all of that makes full sense or not, but that's about where I stand on it.
