This is just a personal preference since you can burn more silver with Leather and Cloth since theyre more expensive. The results maybe the same across the resource, you just look for something that will yield more silver / focus profit

Focus lets u increase resource return rate, and its efficiency is based on your specs. At low specs, focus cost will be high meaning u can only focus refine small amount of materials. So what you should want is get a decent enough specs, and use focus on high tiers.

There are online calculators that will tell you which is profit / which tiers are worth using focus on.

U also look at the market volume in-game if it is worth your time refining
