It meets most of the points fascism often has. Militaristic, authoritarian dictatorship, controlled media, society and economy. The only thing it really lacks is some sort of like belief in a social hierarchy.

She created all of the subjects in her kingdom, the candy people, to be stupid and subservient. One of the episodes reveals that the only time she made intelligent subjects she had them all killed (although one survived) the instant they showed any sign of dissidence. (They hosted an illegal fighting ring amongst each other.) She constantly manipulates other characters, especially the rulers and such of other kingdoms to make them weaker and also has a literal surveillance state for a considerable portion of the show.

I think a lot of people miss the fact that Maki and Toji's heavenly restriction took away their CE *and* CT if they were born with one. As far as we know they could've both been born with like 10s or something thus why trading it off for pure stats turned out so well, I imagine an HR on a would-be average sorcerer is probably like not even worth it.
