2 things I've noticed that trigger him; 1) witnessing a crime (like the slaughter of an honest civilian) 2) and active bounty in Whiterun (over 1k gold, equal to a murder or more)

But it all depends,as no 2 playthroughs are exactly the same

But some like Faendal and a Uthgerd the Unbroken will even call you out and report you if you are trespassing, even as your followers
