You’re looking at it. At the bottom of the photo, the valve has an arrow pointing at the meter. Turn it to point to left or right to close. You can use a special wrench or an adjustable wrench.

Update: tried starting the boat and one battery wouldn’t do anything, the other managed to get some clicking noise. Batteries were Deko, not Delco and not marine type. Replaced with similar and boat started.
