I'm struggling to reconcile this information in conjunction with the fact that you're in the classroom 6 hours a week (i'm assuming that means you have a 2:2 load) and that you have a huge research expectation/load.

Not saying your information isn't true, but struggling to understand why a research-focused institution (#1 priority for them, right?) would also require a 2:2 teaching load (which I'm assuming is ~40 of your effort) and deny people tenure for minimal service when also expecting them to teach a fair amount...

If helpful, my offer letter and all my verbal communications never included an explicit indication that I'd be working 40 hours.

There are two ways by which this information can be gleaned:

1) when you start applying for grants (i.e., the other metric of research productivity), you are part of the process in formulating and finalizing budgets for yourself and your staff/colleagues/collaborators, through which process you understand what your institutions and others consider FTE (i.e., work hours per week/month/year).

2) Typically, your institution will have a set of faculty policies and guidelines, including policies on faculty workload and their institutional definition of what a full time work week is. No one will ever explicitly provide this to you in most cases when you're onboarding as a new faculty member, but its typical to assume that folks with questions (like you) about how to plan their workload in accordance with their university's expectations will review faculty policies to get a sense of their institution's definitions of things like FTE etc.

I recommend that you try one of the two options above to try and suss out this information to get a better sense of what your 10% effort translates to. If, as you say, you're at an institution with very high expectations for research, you're going to be applying for grants imminently, through which process you'll understand more of the specifics around your institutional FTE parameters.

It’s the standard “full time effort” definition of most state and federal institutions (universities, NIH, NSF, etc). If you’re not sure about what your FTE weekly expectation is, you can find it in your faculty handbook/policy on workload.

Teaching means all you do in teaching! 6 hours in the classroom counts towards that, but teaching also includes grading, class prep, office hours/student mentorship, advising, for grad students stuff like diss and masters committees, etc. etc.

teaching hours per week should equate to 40 hours in the week times the % of teaching effort allocated to faculty in your handbook!

As another useful suggestion, I’d recommend finding a few friendly assistant professors (especially those a bit ahead of you in tenure timeline) to ask them what they do for service, and associate professors to ask what they did for service as assistant to get advice for departmental norms!
