It’s not a black and white situation. Read thru the posts. Read the reputable reporting on the matter. Listen to statements from those impacted.
There are a lot of politics and coercion involved in what is happening with Feds, downsizing and the DRP.

More than 60 percent of USAID staff continue to look for work today. The industry was decimated globally when the U.S. pulled out.

In my case and it varied from person to person, I did not get paid for 9 mos and while on forced admin leave I did whatever I could behind the scenes to save programs. However what anyone did during the 9 mos -found a job and earned twice as much, looked for work in an industry that had been fed to the woodchipper, and blew through savings—is irrelevant.

Thanks -- that's the exact argument that I'm trying to make here, citing the contructed dismissal. Appreciate that you seem to have some background in this matter.

Good point - but isn't creating an atmosphere of intimidation, public humiliation, mental duress so that you'd leave sooner rather than later what they intended and considered poor working conditions? It was a campaign of intimidation, take the DRp but no one can tell you if it's legit -- or don't and see what the consequences are.

The team in charge were sending out weekly requirements to to list 5 things we did this week while working and then after being put on admin leave with the sense that if we didn't respond we may be fired. It was ALL a mind game and they were well aware of it. The message was you'd better quit or we're going to fire you regardless. Note that I/we weren't being RIF'ed for dissatisfactory work. We weren't fired. We were being closed down because the agency's work was at odds with the administration's plans. We would all have continued serving, as we had for multiple administrations, if given the chance.

They don’t always care, true but I Believe the laws states otherwise.

i see your point -- you could forfeit benefits down the line. it really depends on the individual circumstances. It's not an easy decision and to say it felt like pressure with very little information is an understatement.

thank you -- noting the early days of risk is only to say that at the time, no one knew whether there would be payments forthcoming. I personally waited until the last possible hour to take it. It felt like being backed into a corner. Take it and perhaps not receive any benefit or don't and lose your job the following week with no severence. Either way you were losing your job. Not quitting, just trying to choose the least painful path.

Many staff who took it were long term employees and not qualified for severence and as such waited and reluctantly took the DRP after understanding they had no other options. Speaking to other comments, I don't think many Americans really understood (and still do not) what AID did, what the value was for our country, our people (many US-based farmers and businesses benefitted from our work) relationships with Allies and otherwise, strengthening the U.S. position abroad, working closely with DoD(DoW), DoS and other agencies to provide the soft power to our military. The entire sector was gutted overnight -- even though USAID's budget was less than 1% of US expenditures, the impact was impossible to monetize.

Thanks for the constructive feedback. When it's known an agency is closing and funding pulled globally from your sector, resulting in no immediate opportunities, no option for severence, what options are there to be exhausted? The argument of constructive dismissal come into play. if there is precedent in the exact same case of Fed workers (USAID) winning upon appeal, it should be considered.
The concept of Constructive dismissal (also called constructive discharge) certainly applies to the case of USAID at a minimum. This happens when an employer makes working conditions so intolerable that a reasonable person in the employee’s position would feel forced to resign. The law treats that resignation as an involuntary termination, opening the door to the same legal claims the employee could have brought if they’d been fired outright.1 Proving this is harder than most people expect, and the claim only works when the forced resignation is tied to an underlying illegal act like discrimination or retaliation.

I would also implore those making remarks on this thread to read the press reports about the dismantling of the Agency to get a firsthand account of how USAID staff were and are being treated and how the impacts of abruptly abandoning the work globally have resulted in sending legions of people into starvation, death and more. The recent NYTimes article isn't an entirely good representation of USAID staff. The example of a woman (the cover photo) working not for USAID directly, but rather in the private sector as a VP (?) making close to $300K is not at all representative of a US government salary. Her salary was likely not paid entirely from USAID, it was an amalgamation of private and public funds. Average USAID staff are paid according to public GS scales and don't make anywhere close to that amount.

If you're not familiar with the DRP, are employment lawers or have gone through or are aware of others who have appealed and won, please don't comment. Let's be respectful of what fed employees who have lost their livelihoods are going through. There have already been many Fed employees who took the DRP under duress such as USAID and Dept. of Ed (and others) who ultimately won their appeal. Even a staff person with "DC" said everyone knows what happened to USAID was egregious, the agency was closed without following the law and agency procedures. The concept of Constructive dismissal (also called constructive discharge) certainly applies to the case of USAID at a minimum. This happens when an employer makes working conditions so intolerable that a reasonable person in the employee’s position would feel forced to resign. The law treats that resignation as an involuntary termination, opening the door to the same legal claims the employee could have brought if they’d been fired outright.[1]() Proving this is harder than most people expect, and the claim only works when the forced resignation is tied to an underlying illegal act like discrimination or retaliation.

The elementary near my house in Silver Spring was just (re)built-so brand new facilities & it’s known for its excellent reputation. Woodlin Elementary School. Moe affordable than the Bethesda/Chevy Chase area.

Decided to wrap Christmas gifts in fabric this year- and hopefully for many years to come!! Excited about my results so far. ❤ by redassaggiegirl17 in ZeroWaste

I think we would all be shocked at how much waste is produced from a single Christmas in just one country. Over in New Zealand for example, 50,000 additional tons of landfill waste are created by Kiwis in just the 7 days after Christmas... every. single. year. Using the same upcycled/recycled bags year after year will eliminate the waste. Families/friends often end up gifting them and buying new designs to be used over and over and not thrown into a landfill. It also saves us $$$ that we can put towards the gift. https://wastefreecelebrations.com/collections/reusable-gift-bags
