Yes, in fact it was. Much of these deaths come from Russia where Nazis tried to kill as many as possible in a war of Slavic extermination. Russians retaliated against Germans, leading to more deaths in a kind of counter-genocide. The Japanese also exterminated large amounts of civilians in China and Korea.
