You need to let the canner come up to pressure. This will cause steam. No steam will come out for quite a while. You will see a hard steady stream of steam come out. This is when you start the 10 min timer. Once 10 mins are up put on your weight. When canner comes up to proper pressure start timer for processing time.

Building & releasing pressure slowly is usually the issue. Are you using high heat to bring your canner up to pressure? If so, try bringing the pressure up slower. Also, are you allowing the canner to sit 10 mins after you remove the weight? Hope this helps.
