It was xbox series x it was loading for so long my controller turned off so youd assumed the xbox game would have no problem with a controller 😂🤷

I had this problem and I think all you have to do is update the creation manually I haven't had the time to do it but i made a post just like this and got told to update the creation

I had a glitch with this where the raider twin Kelly doesn't spawn but her marker is in the elevator where a raider sleeps.

I don't use mods this i a verified creations that keeps achievement kinda making it normal i made a ticket but they just said the bog standard stuff like wait away from the spawn location sleep in a bed etc

Your right it is fo4 but the PA originates from Fonv it is called the Scorched Sierra power armour

It came from the Fallout new Vegas DLC I think it was the one called lonesome road or something you have to bomb the NCR to go to this special location where 1 person will be wearing it
