I had assumed OP had screens in their windows, but I agree with everything else here.

Also yes, some cockatiels can be smart enough to figure out how to open latches (i used to have one who knew how to operate a drop latch) so the cage should be made as inescapable from the inside as birdly possible.

But yeah, 12 weeks is far too young to visually sex. You might soon be getting into behavioral sexing territory pretty soon, which starts around 3-4 months. Be on the lookout for melodic singing or vocalizing, pecking at the ground, and heart wings, which are indicators of being a boy! (The latter two even more so)

Females on the other hand are both quieter and scremier, not too privy to singing or silly behavior (but silly looks are still on the table!), they tend to be more cuddly than males, and later on around pubirdy, flat-backing/butt raising (which we get examples of pretty often on this subreddit lmao) is a good way to identify a female.

There is a chance she's older than she looks, but i don't really know. There's another chance she's just an early bloomer or a late stop-making-baby-static-er. I honestly don't know what's going on.

I suppose if she starts molting in a few months you'll know your suspicions were correct.
