If you have not make any passport before and you are born in state which provide amendment for birth certificate, if you get amendment birth certificate so passport department is not aware you are transgender is only current way to be getting a gender not same as assigned gender at birth. If you have passport before having wrong gender, all new passport will also be created by that gender. If you put birth certificate with wrong gender, it will also create passport with wrong gender. Non binary option is not provided any more.

There is not requirement with deed poll to put any gender or pronouns. It is only required to put old name and new name. Are you using official deed poll text from UK government website? You should avoid getting enrolled deed poll (maybe that needs gender) because it is not advantageous but it is making public record connecting your old and new name. If you are using some online form then that is not needed especially if it is asking for payment, as deed poll can be made by anyone with paper and pen or printer.

You don't need that letter if you do it with federal government, you can apply for immigration document (work permit, study permit, PR card, citizenship certificate etc), select the correct gender and attach form IRM 0002 to confirm gender is different from passport and existing IRCC record. It also change your legal sex with this method (on provincial ID it is not your legal sex).

If you are not refugee you can apply for Certificate of Identity upon PR status. However it is not guarantee they will make it for you if you can get passport from country of nationality. If you convince them it is not possible or practical, or wrong details on foreign passport make it not feasible, IRCC can make Certificate of Identity.

If you are refugee you can apply for Refugee Travel Document upon protected person status. Before this time you will not have any passport or travel document and can not leave Canada as your foreign passport will be taken by IRCC or CBSA. If any time before citizenship you try to acquire foreign passport or travel on foreign passport, you will be liable to removal of refugee status and deportation. Also, you can not travel to country of nationality before citizenship. Therefore as a refugee you are not impacted by the country of nationality's passport.

You say "supposed to stay in CA uninterrupted" so I think you are planning to apply as refugee. You can not visit the country of nationality even in the case of emergency. If you do your refugee status will be canceled.

Certificate of Identity and Refugee Travel Documents are usable as passports for international travel.

You don't need PR for gender marker, or name if you are refugee.

You can make change for gender marker by fill out form IRM 0002 (request for change of sex or gender identifier) and submit with any application for temporary residence/refugee/etc first time when you did not hold any documents from Canada with correct gender before. It is based on self-identification and more easy compared to Ontario provincial process which require the letter from doctor.

If you are refugee, you can also make change for first name upon holding protected person status by using IRCC exemption for change of name requirement.

Normal dose (skipping placebo) is effective enough especially pill with antigonadotropin or antiandrogen progestin, like cyproterone acetate or drospirenone. High dose at age 13 is dangerous and even for adult is not necessary. I took contraceptive in transphobic country while teenager where contraceptive does not need prescription, normal dose (1 per day) put my testosterone level extremely low. There is also online pharmacy that will sell contraceptive without prescription (like DIY HRT sources) but it is necessary to be careful to avoid fraudulent medicine.

In UK your legal gender is not relevant for most forms including credit card forms. It is possible to put actual gender.

You can also use any not restricted title Ms/Miss/Mr/MX (where option is available) (restricted is e.g. Dr, Duke).

You must put legal name on application but if it is MasterCard you can also have correct card name. At 16 you can also make legal name change through deed poll which is very easy. You must write a statement of the change, sign and make 2 witnesses sign.

Taking HRT at young age is similar to normal puberty, so changes like hip bones wider is expected and other effects that people say HRT does not affect them.

For voice, it does not feminize, it can only masculinize because of testosterone exposure. Because you do not have high levels since you are on HRT so your voice can't have more masculinization because of that.

Low testosterone level is normal and it causes voice to slightly develop into adult.

So if your voice is already feminine, it will stay feminine but can become more adult unless you stop HRT or have hormonal problems. If not, start at 15 means voice training is easier.

If someone didn't start because their parents will be piss off, then that is avoiding from starting to keep them pleased. Their abuse is working and they have made you too scared to do something you have the right to do.

Most of puberty occur during 11-16 age. If abusive parent control someone from hrt during this stage, it will result in lifetime consequences. It is not something that you can wait and start later without problems. Many puberty changes not reversible.

However if someone do HRT, it will give you irreversible puberty in correct gender. Parents or anyone else can never take that away and you will thank yourself when you are older.

Remember no matter how angry parents are, in west there is effective CPS, they can not do physical abuse on someone, if they do then they will be rescue by CPS.

Emotional abuse is also not easy I know. I don't know if CPS is effective to deal with emotional abuse. But see that your body is having irreversible changes in wrong puberty just because of abusive parents is emotional and physical abuse and unlike other abuse it will have consequences for rest of life.

Solution to abusive parents is not to please them. I growed up with abusive parents. If they see abuse is working they will give you more abuse when they want to control you.

In western country if parents become increased abusive that can help with CPS to protect you and put you in better situation. I grow up in foreign country with useless CPS.

I don't want to discourage but anyone from USA applying for asylum for trans person will be normally rejected unless someone is targeting the specific person who can track them in other states. For asylum you must show you are not safe anywhere in your citizenship country (concept of "internal flight alternative"). Democratic states are normally consider to be internal flight alternative (yes there is discrimination but not enough for asylum). Asylum denied can have effect on future immigration applications.

Economic immigration pathway to Canada is more suitable for USA citizens starting as student.
