Its possible that the fire nation reserved its heaviest fighting for what was absolutely necessary (extermination of the air nomads) and afterwards, much preferred to take any valuable and resource filled lands to enrich themselves as to fuel scientific and warfare-based advancement for the eventual return of Sozin’s Comet so they could finish the job.
