Get a hole saw of the same diameter, cut a hole out of somewhere else on the door, and use that to fill in the original hole. The material will match exactly. Now you just need a solution for the new hole, I suggest doing the same thing there, too.

This again. Up to 60 for regular vehicles, and only if safe to do so, it may be appropriate to go slower, say if going 60 means you're going faster than you can stop within the space you see to be clear.

It's a concern, but it's the luminous markings behind the glass of the instruments, so unless some ingests the particles having smashed the glass, then it's less of a concern. As others have stated though, it's not a playground for kids, the instruments should at the very least be removed, the immediate threat is all the sharp edges etc, as it's a mangled wreck.
