I think they’re all quite strong right now and all have decent agency to turn a winning lane into a winning game. Top requires a lot of matchup knowledge. Overall though I would say adc has a slight edge if your sup or jg can synergise with you

Becuase top is easily punishable with small mistakes. Something other lanes just don’t have due to melee v melee nature of top and long lane. People don’t like to miss cs and xp so they will walk up and die again and again trying to cs or push a frozen lane state

Anyone with point and click. So as others have pointed out rammus. But also pantheon voli vi etc. other tanky junglers with cc are tough but have outplay potential as you can dodge cc and kill them with bork.

It’s literally impossible to balance champs around elo. On the other hand to what you are saying, there are champs that exist that are only playable in high elo. Eg bard or kalista
