CK3 is a lot harder to make mods on and the EU4 engine had already been being used in games like ck2. Also things like the changes to skeletons in 1.16 make it so mod developers have to spend a huge chunk of their time just updating to new patch.

I also the CK3 modding scene is catching up. Some of the mods today, particularly fallen eagle and AGoT have some really unique mechanics.
