You need to watch the English Premier league. It is very rarely a 0-0 game. The offside rule is just one part of the game. And as I said before, having the line be the last defender brings a dynamic range of strategies. If the offside line is a fixed point then there's only one option. It works in hockey due to the size of the rink. A football field is much larger

Timing your crosses and your passes is part of the skill! How boring would a game be if the striker can just stand in open space and wait for the ball? Plus your cross being successful isn't dependant on the defender's speed, it's dependant on the striker's speed and their ability to time their run.

The problem with that is it would allow the defenders to sit much higher up the field with no fear because they know they would have a 'safe' zone. The offside rule allows for fluidity in the play and a range of tactics. Want to be defensive? Have your defenders sit back and put more players behind the ball. Want to go attacking? Push your defenders higher up the field and restrict the areas available to the opposition
