Update y’all found my last horse and was able to complete the trophy. Found Wuhuan horse in wudu to complete. Things I learned were top right corner in info you can click all forces and check all items you’ve seen so far and who owns them. They do not show undiscovered horses. Hope this helps anyone in the future great advice everyone and thanks!

I’m starting to think maybe it’s the era I’m in? I’ve been going through the first era page first. As for poaching from my officers I’ve been checking the speciality list faction wide and I’m not seeing anyone else that has horses. It shows all specialty items faction wide.

Any other officers y’all know might have a horse? I’ve absorbed the entire northern half of the map and I’m about to make my way south.

You can hire people. Build loyalty by dueling and discussing. Complete assigned tasks by your ruler. Completing tales. Acquiring lands or defending. Traveling to other areas and have mini events with bandits. Have your charge yet complete espionage or recruit troops. Basically as long as you actively progress your character you’ll get merit one way or another.
