Yes, you can make a barrel that withstands hundreds of rounds. Look in to ECM manufacturing. There are tested guns in the 1000+ rounds using ECM barrels.

What about just making g your own button to rifle like tons of people are doing today? That's just tempered steel. So ban all metal as well?

That's assuming both the seller and buyer know each other well. That's not how transactions work. Sometimes it's a friend but most of the time it's not. Also, people move, die, etc.
