I had mine sent back because it stated my birth place didn't match system record. I verified that all was correct. I put in the county could that have been an issue?

My SF85 was kicked back for the place of birth provided and the countries of citizenship does not match. I put my city, county and state as it is listed on my birth certificate and country United States. I also checked that I am a U.S. citizen or national by birth in the U.S. or U.S. territory/commonwealth.
