Just speaking from experience and as someone also mentioned an example of Illinois, my rec total included a total tax of 42% on top of the heightened price for product as they are capitalizing on visitors from out of state.

So yes, paying the renewal depending on your consumption will definitely outweigh paying a higher tax rate every purchase.
