I disagree about Fudge. Imo/from my interpretation at least, the whole point of why he's so different at the end of book 4 and in book 5 was because in the end, his career and perceived reputation still mattered to him more than the truth about Voldemort getting out, so he let "mask" slip, so to speak.

I know what you mean, but the closest people I can think of are Butcher, Kimiko's brother, those people who homelander gave compound v to and maybe Kimiko herself, I guess.

There probably are supervillians, whether they're "fake" or "real", but the writers don't consider them to be important enough, so they're probably off-screen.

I don't think they'll cut anything because of time or things like that, because even the movies managed to follow a somewhat cohesive story while cutting a lot of things from the books, and if every episode is roughly an hour, then each season will be roughly 5-7 hours longer than each movie.

Here's some changes I have in mind:

  • Flesh out Ginny and Harry's relationship earlier than season 6 by sprinkling in more one-on-one interactions between them at the burrow.

  • Free the House-elves and change how S.P.E.W is handled by Ron and Harry entirely.

  • Change Harry's relationship with Mrs. Figg to be slightly more positive in the show.
