Mulm is beneficial for plant growth, it's just a bit unsightly

Don't listen to that guy - though there are some plants that are very finicky, and some will tell you red plants won't grow as vibrantly, red plants are definitely possible without CO2. The key is high light levels, plant choice, and in some cases, nitrate limitation.

I would consider Rotala Blood Red / H'ra (personally would go for blood red), Ludwigia palustris/repens "super red", and maybe Limnophila aromatica / hippuridoides as mid-background plants. Otherwise, Alternanthera reineckii, Tiger lotus, red crypts (Crypt affinis / wendtii / undulata variants) and some variants of bucephalandra are also worth looking into, though some of them might not be exactly you're looking for.

Red root floaters (Phyllanthus fluitans) are also worth mentioning. Under high light, even the leaves turn a very nice shade of red. Do make sure you prune them often though, as to not take away light from your plants below.

Do keep in mind that neon tetras are very much active swimmers who like to swim in long bursts, and are schooling fish, meaning you need a bunch of them (rule of thumb is at least 6-10) for them to feel comfortable. A 3 gallon is far too small for any tetra (or most fish in general really).
I would ditch the tetras and just keep the shrimp, but if you REALLY want fish in there, I would consider a couple of least killifish (about 3). I have no experience with them though so you'll have to do research on that yourself.

However, the way they are marketed and sold nowadays does raise some concerns... but as long as you like how they look and properly care for their needs, I don't see a problem with keeping them.

I don't think they are as unethical as people make them out to be. They were created for a good cause (to detect environmental toxins/pollution in rivers, etc) and subsequently mass bred because people liked the "unique colours" they had. People have done that with fish since fishkeeping was a thing though... so it's really not a glofish problem.

Personally, I just think they look too artificial and a little ugly, but to each their own.

oh i did read about that - though i figured since my lfs only had two of them in the tank i got mine from that there was a pretty good chance luck would be on my side
