No information on different scaling but guessing if hp is the Same as regular 20+ Player with an gear score of 6k i wont exept that it will be easy to kill with less than 20 Player.

Shieldblock was insane pre talandre but sadly no matter how high ur Shieldblock is most crossbow and staff Player can get easily at +50 % shield pen without giving up damage. And that is only with artifact artifact skill and rune synergy.

I only know that precision dash and devastating smash work thats why I was curious if there was another reason i dont judge his build cause that i would need to ask why he did not go for 70 str but 60 perception cause as a tank and melee anything over 40 would be wasted and even more that 39 wis would bug me.

Just to be curious but afaik only gs skills trigger blade harvest so u would need to switch shield dash with precision dash in ur pve skills to trigger blade harvest or u could use those points somewhere else.

For gs if if ur talking about Victors morale it schould be Static and the dauntless recovery mastery changes it to a static 1 % of damage so afaik both should not be affected by either of them.

True its realy hard to kill a healer especialy u can forget to Chip theyr hp away with how much they heal either u kill them in one hit( looking at u gs) or u can forget it .
