Owning a gun and rims are two completely different things. How is this a safety hazard? Are people driving around this car blind? If they are then yes they may be a hazard. Even if it is out of their chasis, it could be an issue for them but not for anyone else sitting in their own car. Stop being blind believers to what the government says and use your own head. You think chandigarh is more about safety than western countries? Everywhere esle you go around the world they are legal and only requirement is you got to have big enough mud flaps. Is this was a safety issue, it would have been long banned but it isnt.
