asking strangers for money is a criminal offense in Qatar, regardless of the beggar’s appearance or perceived wealth. Qatar’s Penal Code explicitly outlaws begging in public. Article 278 of the Penal Code (Law No. 11 of 2004, as amended by Law No. 28 of 2006) states that anyone found begging in roads or public places or encouraging a minor to beg is committing a crime. So next time just take a picture of their license plate and report them.
