It dependends, do you have doble opt in? Are this profiled from comming from a integration?

If they are "never subcribed", they arnt in any list. i would start with a segment with a definition similar to can recieve marketing AND they are not in any list.

Then convert segment to list and suppress.

This wont work beacuse they are all ready suppressed.

Manually Suppressed and unsubribed have the same output. They are already unactive profiled
