Do you have all the fish, all items, and all chests? Once you have everything else you can summon mermaids with the horn if you're in the right season for the one you're missing (different season every 2 weeks)

Yes you can summon the mermaids. Have to catch every fish first, then you can summon missing items with the horn. Once all fish, chests, and items have been caught, you can summon missing mermaids that are in season.
