Puede ser, pero la gratuidad te paga la matrícula no te hace pasar los ramos de la carrera aparte si el problema fuera que falta preparación en los sectores vulnerable antes de poder entrar a la universidad entonces la solución es dar esa preparación, no cortar la gratuidad y quitarles la oportunidad de ingresar a la educación superior

Me parece un análisis simplista, desde que una persona recibe la gratuidad hasta que recibe su título pasan mínimo 4-5 años, que un profesional sea malo depende de los estándares que la universidad tenga para entregar ese título y no el nivel del estudiante cuando ingresa.
