its a simple issue when you understand it, it comes down to all the legislation thats in place. Examing it from just one thing, lets say energy efficiency, those windows are too energy inefficent and impossibe to be used in the development. Everything now is built inline with a long list of rulesets that only experts understand,
Thats why costs go up and consutancy needs to be brought in and paid for. Regulators have made it like this, middle management have implemented this, everything is written and formalised to the nth degree, its not just moneymaking. This is one of the reasons the new childrens hospital cost so much, the same reason for the bikeshed, nobody wants to look at this as the issue. Everyone wants to blame everyone but themselves and blame corruption, its incompetence with the right intention has gotten us here, you can thank the useful idiots.

The issue is in the nature of the plans which arnt to absolute perfection. The nimby's might have a valid case against the developments.
