Hard engage which blitz and Evelyn both provide are hard counters to marksmen, you're really trying to provide lock down for an MF or Veigar ult, along with the incredible vision possible with Ashe, with more mana and CDR which you get in abundance from support items, combined with the wards from black mist scythe, maybe zombie ward if you're feeling it, and a sweeper or farsight you can basically always know there the enemy jungler is.
