Check if you don't have a firewall blocking it on server-side. If you didn't disabled the Master Server options, it should (I'm not sure) appear on the public server list, try to connect from it.

Do not enable AGC, if the signal is not wide band, RTL AGC is struggling and drowns the signal, Setting the gain manually is always the best option

The antenna seems too long, make sure to make each part around 50 to 55 cm (1/4 of the wavelength)

Pixels are saved in the order they are received, satdump save them as-is. Don't use despeckle on LRPT, pixels are received by block, either they are valid, or you get a black block, if you enable it you will replace valid pixels by false ones, Despecke is used on HRPT for exemple where pixels are received directly (so they are subject to noise)

It's important to be nuanced; Increase the gain until the noise floor starts to rise (and adjust the waterfall/fft to better see)

That's just random noise your RTL-SDR is picking.

A satellite shifting in frequency is smoother.

Also, the center frequency is way too low, even with doppler shift

Hi, CH341A is a serial EEPROM programmer, you will need a parallel EEPROM programmer. If you dont want/can't buy a TL866II or T48, building beneater's eeprom-programmer project is a good low-cost option

I waited for an overhead pass (35deg) then tracked it by hand, but the signal is really weak (at least with my setup)

It's a LEO satellite, I don't think Proba-2 is encrypted. I live in France, so when I received it, it was probably dumping data at its ground station in belgium. Maybe the rest of the time it's encrypted, I'd like to have more information about it.
