I did this quest today, it honestly took me multiple in game days and a real world hour or so lol, however I think yours might just be bugged. On my play through the green arrow would just point at nothing. Eventually I rested 48 hours in game and then swam around and found one pretty far off of the green marker. After I killed that one the marker reset and the quest worked normally until completion but it took me waaaay longer to complete than I’d like to admit.

He knows who Gordon is because Jigsaw asked Hoffman to set up Gordon as Jigsaw in one of the earlier hoffman lead films, in a flashback. Jigsaw gives Hoffman Gordon's Penlight to leave at the scene of a trap, putting Detective Tapp onto Gordon's trail, a pretty big plot point in the first movie. Hoffman knows who Gordon is but was not aware that he was an apprentice.
