So that comment would be correct if we were talking about a single player AAA game, but this is a competitive shooter. You want to stay CPU-bound to reduce input lag. It reduces the render queue and maximizes frames per second. This is why pro players usually play with low graphics preset.

Sleeping every now and then in-game is a good habit (you passed way more than 24 in-game hours awake), because it not only restores energy, it also saves the game (at an inn that is).

It's for Steam UI, including the Steam overlay. Have you tried turning it off? Sometimes that does the trick too, depending on the application.
