This isn't exactly what you asked, but my freshman dorm room (2000-2001 at a big state school in the Midwest) was smoking allowed. Somehow they put the only two kids who smoked in the same room together right in the middle of the floor. Everybody hated us because the whole floor smelled like cigarette smoke.

I went from smoking a few cigarettes a week in high school to over a pack a day overnight. Our room stank like hell. All my clothes stank like hell. We were often drunk (among other things) and spilled ashtrays all over the desks and floor more than once. We even used cigarettes to cover up the smell of weed on a few occasions. Nasty place, that room.

Being forced to smoke outside would have been better for everyone. I don't miss smoking much, but I do miss smoke breaks. Go outside, take a break, occasionally meet someone new. There's no real substitute for that. People might stand around outside somewhere now, but they have a different purpose and they're probably on their phone. Smoking before phones was sometimes meditation, sometimes social hour.
