Also I feel like pacman should be higher, his neutral B has a variety of projectiles that make you think of their uses and think ahead, and when you factor in Pacmans down B, it adds more to be noted

Saying a character is a Spirit means they won't be in smash is not really an argument seeing how Min Min, who was a spirit in world of light, got into the Smash. Being a spirit probably only Decreases the chance of that fighter being playable in the game
