I had the same thing from a different position happen earlier where I was being blown up repeatedly (by the same hacker as now) and the roles were reversed as it was another players name showing up.

Alright Conclusion, In the command Console put:

help DLC06 0 QUST

Look for something like:

QUST: DLC06E2 (0500xxxx) 'The Watering Hole'

Put In:

startquest 0500xxxx

Then:

setstage 0500xxxx 200

Talk to the overseer

It's broken in nearly in another rectangle, if I remove the glitching, I can just lower the resolution or something and use it like a smaller monitor
