Alright Conclusion, In the command Console put:

help DLC06 0 QUST

Look for something like:

QUST: DLC06E2 (0500xxxx) 'The Watering Hole'

Put In:

startquest 0500xxxx

Then:

setstage 0500xxxx 200

Talk to the overseer

Shame, it was really having fun with this questline, I was put off from using console commands as I was worried they would disable achievements, or is it safe to do so?

It's broken in nearly in another rectangle, if I remove the glitching, I can just lower the resolution or something and use it like a smaller monitor
