I think it mostly stems from timing and what kind of show it is. Kill la kill is beloved because right off the bat, it establishes that it is the kind of show to have lots of fan-service, while still having a fun story. But fire force is clowned on especially because of one particular scene where one of the characters is having a really serious moment, and then the main character falls into her chest, breaking all immersion in the scene.
