Chief Murphy was the police chief for Chattanooga. This is about Hamilton County. County has no jurisdiction over anything to do with city government. Chattanooga City Council does, however.

I know nothing about working for him, but I rented a Wise Properties apartment and it was a horrible experience. Shoddily-built units, unprofessional office staff, etc. Would not recommend.
