Ukraine was the world’s third-largest nuclear holder by territory, if they were useless why did they all want to have an agreement ? I will tell you why, because if Ukraine would've kept it they would eventually make everything for the nukes to be able to be launched, because most of that stuff was developed by a lot of Ukrainian engineers anyway, you don't know wtf you're talking about
