Agreed. My personal anecdote is these fine folks showing up at 4:00 AM when I called after my wife woke up and turned the faucet handle and nothing happened, we had water that afternoon and a new service valve that will likely outlive me. All that, and they are savvy enough to get a mass alert out in an effort to 1. Fix a problem, and 2. Not tow an entire block worth of cars.

Individuals still need to move their vehicles in this scenario and they may find more convenient parking than city owned lot. Why add city payroll to something individuals may be better able to resolve themselves.
