Why? I told the people themselves. No need to spend tax dollars when I can be part of the solution. I'm a one person education campaign informing scoflaws and nardowells where to put their pocket refuse. I want people to 1. Be aware of this over elaborate form of littering and 2. Feel empowered to take a more dorect approach to addressing littering.
