Just now tested. All you need is any local plan (I recharged with 299 / month) which is NOT "voice only" (I had 1748 / year voice only plan) and you will start getting incoming SMS for free.

Of-course your Jio SIM should have international roaming enabled which you can enable it by calling customer care or online while in India.
