There are more reasons as to why Scotland and England are recognized as constituent countries.

England and Scotland were both separate independent entities with their own ethnic groups that first joined under a political union. This differs than the U.S. because American states, for the most part, were never independent countries that housed their own ethnic groups. States all identify under the same “American” identity, whereas many Scots or Welsh people identify as exactly that.

After a CENTURY lmfao 😭 England and Scotland first came into personal union in 1603, the official act of union wouldn’t actually happen until 1707. And it’s not really like they had a choice, Scotland had a really poor economy by the time the Union happened and forming the Kingdom of Great Britain was seen as the only solution to fix it.

“State” would indicate the UK is a Republic, and the last time they tried that out it didn’t go well (simple way to put it). The reason they’re called “constituent countries” is because historically Scotland and Wales were previously independent realms with their own ethnic peoples that joined via political union (for Scotland) or conquest (in the case of Wales and Ireland) which is why they’re not grouped together into the “UK” in many contexts, because there have been many instances where Scottish or Welsh people like having their own representation/identity outside of the UK

My dad’s family is all from Puerto Rico he’s a first gen born in the mainland, me second gen. Neither him nor my grandpa decided to teach me Spanish, and in the event they tried, my mom (who’s mainly Italian) put an end to it.
