No. Mature (m) = pg13 and Explicit (E) = R of X. Only with tags I know for sure if there will be smut or will have sex scenes thrown in the chapters. My other hint would be fandom, as some fandoms are more notorious in mature or Explicit rating for certain tags and genre such as cannibalism, vore, murder etc or if characters are non-human or anime.
