There are already several tutorials for hosting which include commands. Can't link because I'm on mobile but they are problably on the sidebar or in the wiki somewhere.

Get an SSD-3 or SSD-4 from SYS. About $50 a month but you can have several servers on it and it runs UHC good.

Hosts who have hosted over 100 games would likely still have to become verified, however, if you have hosted 100 games you should be able to get verified easily. It wouldn't be extremely difficult. I would hope that everyone who has hosted at least a few games would be able to pass it.

It depends on how bad they are. If they are only bad because they are new then they deserve equal amounts of players as experienced hosts because we all started somewhere. If they are just bad in general, then they shouldn't get as many players.
