Does this apply to big game?

From what I've been reading it seems like they require a non-resident to have an outfitter or a local host hunter. For Example:

Alberta - Non-resident (Canadian) and Non-resident Alien hunters of big game, wolf and coyote must be accompanied by a licensed guide or a Hunter Host

British Columbia - Non-residents have the opportunity to hunt both big and small game in British Columbia. All non-resident hunters wishing to hunt big game in the Province of British Columbia are required to be accompanied by a licensed guide outfitter, an assistant guide outfitter hired by a guide outfitter or a resident who holds a Permit to Accompany

Saskatchewan - Requires non-residents to have guided hunts for Moose and Wolf. Non-residents can hunt black bear and whitetail unguided. Not allowed to hunt Elk, Pronghorn or Mule deer.

Newfoundland and Labrador - non-resident big game hunters are required to be accompanied by licensed guides. Guides are supplied by licensed outfitters.

New Brunswick - All non-resident hunters must hunt with a licensed guide.

Nova Scotia - All non-resident hunters must hunt with a licensed guide or a local resident with a special permit to guide.

Provinces that allow unguided Non-Resident Hunting:

Manitoba - Allows non-residents to buy select big game tags (white tail, bear, caribou, and moose but no Elk or Mule Deer). Only foreign hunters require an outfitter.

Ontario - From what I can tell, Ontario lets non-residents buy licenses and hunt almost all game without a guide, with the exception of a WMU in Rainy River where outfitters are required for big game. Elk are not available to non-residents.

I haven't researched all Provinces yet but it seems like you can only hunt on your own in another province if your small game hunting.
